Randall Stewart Billings (Randy) was born on November 30, 1956, in St. Petersburg, Florida and passed away on Saturday, October 24th, 2026. He was brought up Catholic and educated at St. Judes Elementary school and later at Mary Help of Christians in Tampa. He graduated from Boca Ciega High School in Gulfport, FL. He became a teacher of the Transcendental Meditation Technique, which was a passion for him. He was very athletic and known for his gentlemanly nature on the basketball and tennis court. He started his construction career in Illinois under the tutelage of his brother-in-law, Larry Kemp. He was an officer on the police force in West Virginia. He came to the High Country in 1995, to build on Heavenly Mountain. When projects were finished there, he started his own construction company, Teylord Builders. He had the opportunity to help create beautiful living space for his clients, which gave him much joy. He was also an avid student of Joytish, an East Indian form of Astrology.
In his free time, Randy enjoyed learning about Joytish and giving readings, fiddling with the guitar, listening to music, watching movies, cooking, playing card games, dancing in the living room with Debra, and walking in nature with Debra and Starr.
He is survived by the love of his life, Debra Helene (Grosswald), his beloved four-legged companions, Lucy cat, and Starr dog, his dear sisters Laura Kemp and Bonita (Benji) Hicks and her husband, Dr. James (Jim) Hicks. He also leaves behind his precious nieces and nephews: Katie Cubillo, Maggi Ossa, Scott Hicks, Heather Sansone and Brandon Kemp, who all affectionately referred to Randy as, "Unc". He was preceded in death by his mother, Shirley Mathews, his father, Bernard Billings, and his nephew, Shane Kemp.
